Global Food Systems Fall Far Short of Targets, but Study Charts a Feasible Path to 2050

Commitments outpace measurable progress, benchmarking shows

Governments around the world have made ambitious pledges to transform food systems, yet a new analysis published in Nature reveals that performance on the ground remains alarmingly distant from agreed targets. The study, which evaluates national and international data against a set of common indicators, finds that no comprehensive, universally adopted framework of targets yet exists for all major dimensions of food systems—and where benchmarks are defined, most countries are lagging.

The research comes at a critical juncture. The 2021 UN Food Systems Summit galvanized political will, and international organizations increasingly promote standardized metrics. But the paper argues that without binding, measurable goals alongside rigorous benchmarking, the gap between rhetoric and reality will persist. Its authors mapped existing indicators—covering nutrition, environmental sustainability, livelihoods, and resilience—and compared country performance against scientific benchmarks rather than political baselines. The result is a stark scorecard of shortfalls.

Where the gaps are deepest

The analysis points to several priority areas where progress is stagnating or moving backwards. Greenhouse gas emissions from agriculture continue to rise, freshwater use remains unsustainable in key crop-producing regions, and food loss and waste are still far above acceptable thresholds. Meanwhile, hunger and micronutrient deficiencies are proving stubbornly persistent, especially in low-income nations. The study notes that while some indicators, such as overall cereal yields and access to improved seeds, show modest improvement, the pace is far too slow to meet 2030 milestones tied to the Sustainable Development Goals.

“Benchmarking against measurable targets rather than broad pledges makes the gaps much more visible,” the authors state. The paper uses a traffic-light system to classify performance: few nations emerge fully green on any indicator. On diet quality, for example, consumption of fruits, vegetables, and whole grains remains well below recommended levels in almost every region, while ultra-processed food intake climbs. On environmental metrics, only a handful of high-income countries have begun decoupling food production from emissions, and even those are not on track for the deep cuts required by mid-century.

Policy levers identified by the authors

The study does more than diagnose. It outlines a potential pathway to 2050, arguing that if policy makers embrace the benchmarked approach, transformation is achievable. Key levers include:

  • Aligning agricultural subsidies and trade rules with health and sustainability targets, rather than production volume alone.
  • Investing in climate-resilient infrastructure and post-harvest technologies that simultaneously reduce loss and emissions.
  • Adopting true-cost accounting so that food prices reflect environmental and social externalities.
  • Strengthening food-system governance with legally binding national targets that cover nutrition, environment, and equity in a unified framework.

On the demand side, the authors call for mandatory front-of-pack labelling, marketing restrictions on unhealthy foods, and public procurement that favors sustainable, nutritious options. Without such demand-shifting measures, even the most efficient supply-side reforms will fail to close the nutrition gap, they warn.

No universal yardstick yet exists

One of the paper’s core messages is that the international community still lacks a single, unified set of targets spanning all food-system dimensions. Existing frameworks—such as those from the FAO, the World Health Organization, and the Paris Agreement—cover pieces of the puzzle but are not integrated. That fragmentation, the authors argue, makes it difficult to hold countries accountable or to coordinate cross-sectoral policies.

“The absence of comprehensive, science-based targets creates a vacuum that is often filled by voluntary, non-quantified pledges,” the study notes. Consequently, progress reporting remains patchy and often incomparable. The paper is part of a broader movement to harmonize food-system metrics, joining efforts by the UN Food Systems Summit follow-up and the World Bank’s agriculture programmes, which have advocated for shared indicators.

What the pathway to 2050 looks like

The modeled pathway suggests that if governments and institutions immediately align policies with the established benchmarks, the world could still achieve a food system that is nourishing, sustainable, and resilient by 2050. That trajectory would require an annual reduction in food-system emissions of about 1.5% until 2030, followed by deeper cuts thereafter, alongside a halving of food loss and waste by 2030 and a 50% shift in dietary patterns toward plant-rich diets in high-consuming countries.

Importantly, the study does not present the pathway as a deterministic forecast but as a goalpost-dependent scenario. “Progress is possible, but it requires a step change in ambition and accountability,” the authors conclude. The benchmarking approach, they say, offers a practical tool for measuring that ambition—and for exposing where it falls short.

While some indicators, like enhanced cereal yields, show gradual progress, the overall picture is one of profound underperformance—governments are not yet treating food systems with the urgency that the science demands.

For civil-society groups and food-system stakeholders, the findings provide a new evidence base to demand greater transparency. For policy makers, they serve as both a wake‑up call and a roadmap. The question now is whether the visibility of the gaps will translate into the political will needed to close them before 2050.
