In a move that breaks with the guarded norms of major artificial intelligence launches, the Abu Dhabi-based Institute of Foundation Models (IFM) on Thursday released six AI models together with the full training data, code and methods used to build them. The fully open-source package marks one of the most transparent model releases by a Gulf research institution and signals the United Arab Emirates’ deepening ambitions to become a global AI hub.

Unlike many headline-grabbing model launches from US and Chinese firms, where only the final model weights are shared under restricted licenses, IFM says its release includes the entire technical pipeline. That means researchers and developers everywhere can inspect the datasets, reproduce the training process, and adapt the models for their own applications without the usual opacity.

A Transparency Benchmark for Open-Source AI

IFM’s decision to publicly share training data and methodology addresses a long-running criticism of the AI industry. Even models branded as “open source” often conceal crucial ingredients—dataset composition, cleaning procedures and fine-tuning recipes—making it impossible to fully replicate or audit the systems. By contrast, the Abu Dhabi research institute said it is releasing the complete stack to foster independent verification and collaborative improvement.

This level of openness could accelerate research outside the institute, particularly in regions and organisations that lack the massive computing resources of Silicon Valley giants. The models, whose sizes and intended use-cases have not yet been fully detailed in public briefings, are expected to cover a range of capabilities, from natural language understanding to other core AI tasks.

Abu Dhabi’s Expanding AI Footprint

The release comes as the UAE pours billions into artificial intelligence research, seeking to diversify its economy and position itself as a heavyweight in the global technology race. Abu Dhabi has already established dedicated AI universities, research centres and investment vehicles, and the IFM’s transparent open-source play fits neatly into that strategy, offering a distinct alternative to proprietary models from dominant labs.

“What is notable here is not just the models themselves but the deliberate choice to lay the entire scientific process bare,” one independent researcher who reviewed early documentation said. “That’s a powerful signal about where the region wants to be seen—not as a consumer of AI, but as a builder of trusted, open infrastructure.”

Data Governance and Reproducibility Questions

While the transparency is being widely praised, it also invites heightened scrutiny. Open training data releases, if not carefully scrubbed, can expose copyrighted content, personal information or biased material that would otherwise remain hidden in proprietary systems. IFM has not yet detailed what governance framework it followed to curate and license the data, and the research community will likely examine the datasets for consent and legal compliance.

The release also raises competition questions. With full code and data available, developers outside Abu Dhabi could build on IFM’s work and potentially leapfrog the institute in certain benchmarks, a risk that commercial labs have historically used to justify keeping their methods secret. IFM appears to be betting that the reputational and ecosystem-building benefits of openness will outweigh such concerns.

What Comes Next

In the short term, the six models will face rigorous evaluation against comparable offerings from Meta’s Llama family, Mistral, and other open-weight alternatives, as well as proprietary giants such as OpenAI’s GPT lineup. Performance metrics, ease of fine-tuning, and the breadth of supported languages—Arabic is likely a focus given the institute’s location—will determine how quickly the models gain traction.

The IFM’s move reinforces a broader trend toward genuine openness in AI, even as some regulators push for mandatory transparency. By releasing the training data and code, Abu Dhabi’s institute has handed the global research community a rare resource—and thrust its home city deeper into the conversation about how AI should be built and shared.
